The client, a large national employer concerned with protecting and improving the environment in England and Wales are currently seeking to recruit a Flood (& Coastal) Programme Manager to join their teams in Leeds, Newcastle or York. This position will involve shaping your regions direction by: Creating and managing a regional investment programme to enable in-year management of the available funding and development of a 20 year programme of future need. Providing expert advice to regional managers on regional programme priorities, contributing to national targets of programme outcomes, and technical programme issues. Creating and implementing a combined regional flood (and coastal) capital programme for all Operating Authorities (Local Authorities and Inland Drainage Boards), and presenting these programmes to Regional Flood Defence Committees. Producing strategic long-term regional fluvial (and coastal) plans, and using them to develop strong long-term investment programmes. Developing comprehensive flood (and coastal) forecasting models across the region, in order to manage the risk effectively and protect property and people, to ensure the best allocation of resources and maximising the impact of flood risk work in the region.
Suitable candidates will take a lead role for the region in all aspects of flood (and coastal) risk management, by:
Leading an operational team to deliver effective results on time, to required quality standards and cost restraints, to fulfil the business plan and achieve and support environmental goals. Recruiting, developing and motivating team members to ensure that an effective and appropriately skilled team is built and maintained, a culture of continuous improvement developed, and individual and team performance optimised in line with strategic goals. Planning, monitoring and controlling resources to maximise the efficient and effective use of finances and people, in order to ensure that all activities are completed to time, cost and quality targets. Leading and supporting team members effectively through organisational change, so that improvements and benefits are realised and better ways of working delivered, which support both customer and environmental needs. Providing high levels of advice, support and guidance as a lead expert in the organisation, to inform and influence Executive Managers and effectively underpin risk-based decision making. Providing high levels of direction for the application of policy and process, into and across the function/s, in an efficient and integrated way. Taking a lead role in establishing and maintaining good relationships with senior managers and external partners to understand and influence their activities and promote and enhance Agency goals and reputation. Monitoring the progress of work, identifying risks in the delivery of priorities and implementing timely resolution of issues, to ensure appropriate reallocation of time, finance and effort and enhancement of the service.
