Planning Policy Manager

Salary - £45-50,000 per annum

We are currently representing a local authority bordering London in Hertfordshire. The authority is promoting high quality development whist seeking to conserve its towns, its villages and its beautiful countryside. This is an exciting opportunities to contribute to the delivery of the Council's ambitious growth programme.

Responsibilities

  • Produce, oversee, secure the adoption of and assist in the implementation of the Council and other statutory planning documents in accordance with the local planning programme;
  • Produce, oversee, secure the approval of and assist in the implementation of a range of non statutory planning documents in accordance with the local planning programme;
  • Manage the Planning Policy team, undertake appraisals, personal development plans, inductions and supervise and guide their work;
  • Review, engage and report/respond as required on national planning policy and guidance;
  • Review, engage and report/respond as required on the plans and policies of neighbouring authorities and other agencies that affect the Borough;
  • Advise the Head of Planning and Development, the Chief Executive and senior members of the Council on development planning and planning policy matters;
  • Advise and liaise with other staff within the Planning and Development Service on development planning and planning policy matters;
  • Provide development planning and planning policy advice for significant planning applications;
  • Be a member of project teams for major planning applications;
  • Give advice, attend and present reports to Cabinet, Committees, Member and officer groups, public meetings and Inspectorate examinations, inquiries and hearings;
  • Manage the process of stakeholder and community participation and respond to representations including making effective use of the Council's online systems;
  • Commission, manage and review studies or advisory services from external consultants;
  • Participate and support the Council's working groups concerned with bringing forward the implementation of other strategic Council plans including the Community Plan and the Economic Development Strategy;
  • Manage survey, research and monitor work to support development documents, and other strategic documents as required;
  • Participate in cross-district officer groups and joint consultancy studies;
  • Represent the Service and the Council at relevant internal and external meetings;
  • Oversee the development of the corporate mapping facility;
  • Prepare business plans, action plans and improvement plans in consultation with the Head of Planning and Development.
