Overall Purpose of Job

Enabling Clients of the Firm (from both Private and Public sectors) to achieve their development objectives through effective, efficient and timely engagement in the Planning System.   In many cases, this will mean helping to deliver a valuable local plan allocation, a favourable policy framework or a planning permission free of unreasonable conditions, obligations and levies but will also involve delivering advice that assists with strategy development, decision-making and problem solving. 

Main Duties, Accountabilities and Responsibilities

Working as part of an experienced and driven team, to deliver outstanding planning advice on a wide range of development projects but with a particular focus in the foreseeable future on the housing sector.   Managing medium and large scale projects independently – acting as primary point of contact for the Client and setting up / running multi-disciplinary teams.   Managing, coaching and supporting more junior members of the team.   Providing first rate advice and support to other parts of the business.   Providing first-rate support to more senior members of the team on large scale, complex projects.  


advice that assists in formulating development proposals which meet the Client’s requirements; 
advice that assesses and weighs the opportunities and risks presented by the planning system; 
recommendations on strategies and programmes for managing local plan and planning application processes, and for undertaking appropriate and proportionate action required to address material planning considerations, resolve conflict and unlock problems ; 
accurate, robust and persuasive written and verbal arguments; 
the assembly and management of external consultant teams and internal advisers; diligent and sensitive liaison with local planning authorities and third parties (e.g. statutory consultees, local communities  and external organisations);
diligent and timely research and analysis; regular and frequent progress reports to the Client; 
positive outcomes through negotiations; 
adherence to agreed programmes for the delivery of project outputs and advice; regular and frequent assessment of risks which might impact upon meeting Client objectives; 
and, a business-like approach to invoicing and debt management. 

Desired Knowledge, Skills and Experience

The successful candidate will be:   
a member of the Royal Town Planning Institute with significant post-qualification experience (min 5 years); 
inquisitorial and a problem solver; highly analytical and numerate; 
a good verbal communicator with excellent interpersonal skills; 
excellent at report writing and presenting; ambitious and enthusiastic; an effective negotiator; 
experienced in the housing sector with a thorough and rounded understanding of national policy objectives, relevant Court and Appeal decisions, OAN, 5 year land supply analysis, the benefits of housing to the economy and society, S106 Agreements and CIL and a track record in securing planning permissions and development plan allocations for housing schemes; 
and commercially minded / entrepreneurial with the ability to act as an ambassador for the Firm and win new business.   

The following attributes are desirable:   
Expert Witness experience; 
experience of presenting cases at EIP 

Some experience in other areas of planning work such as drawing up estate strategies and project management of multi-disciplinary teams would be of assistance.
