A government committee based in the South West have requested the addition of a motivated and competent HSE Officer to support the HSE Manager on an exciting and unique project. This role will provide scope to progress within an organisation that champions its Health & Safety leaders.
Role summary:
General HSE advisory and training role providing assistance and administrative support to the HSE Manager, in the design, continual development and periodic review of the organisations management systems covering – ISO14001, BS OHSAS 18001, BS25999/ISO 22301 and emergency management systems.
- Provide administrative and advisory support to the HSE Manager in the design, continual development and review of the organisations management systems
- Assist in the design and maintenance of all HSE databases and matrices accurately and provide timely reports to the HSE Manager
- Collect and collate various streams of data on a routine basis – e.g. accident, near-miss and energy use data
- Provide support, briefings etc. to the Health and Safety Committee, emergency planning meetings and other similar meetings as requested
- Carry out and produce periodic internal audits and inspections reports against various management standards and systems
- Carry out contractor audits and inspections against recognised management systems at both locations
- Carry out accident and near-miss investigations and produce detailed reports as directed by the HSE Manager
- Manage the first aid equipment requirements for both locations ordering and maintaining stock as appropriate
- Assist in the development and/or review of policies, risk assessments, method statements, safe systems of work and other similar documents
- Assist in the design/review bespoke and recognised HSE training packages, subjects, toolbox talks and inductions on a periodic basis
- Liaise with managers/supervisors/contractors in co-ordinating training sessions at both locations
- Train, deliver and evaluate employees/contractors undertaking various health, safety and/or environmental training courses, programs, inductions and toolbox talks on a periodic basis
- Support the HSE Manager as a “Champion” promoting a positive safety culture across the organisaito
- Willing to attend out of hours calls (where practical) and work occasional weekends and nights as required
- Attend relevant training courses/seminars and maintain TechIOSH status
- Any other duties that may be reasonably be requested appropriate to the grade of the post, including callouts for out-of-hours emergencies.
Candidate specification:
- NEBOSH General Occupational Safety and Health Certificate, or NEBOSH National Certificate in Construction Health and Safety.
Desired
- “Technician” status held with IOSH (TechIOSH).
- Auditor qualification(s) in 18001 and/or 14001.
- First Aid qualification.
- Recognised training qualification.
- Recognised intermediate (level 2) qualifications in the use of – Microsoft Word, Excel, Outlook and PowerPoint.
Experience
- Experience of conducting audits and inspections.
- Experience of designing, conducting and reviewing risk assessments, method statements and safe systems of work.
- Experience of working with numerical data identifying and highlighting trends.
- Experience of designing, developing and reviewing HSE procedures, training manuals/handbooks, and similar documents.
- Experience in the design and delivery of training, to large and small groups of employees and contractors.
