Lead Cost Consultant - Exeter - Infrastructure (Water & utilities & Environment)

The Exciting Opportunity:

A genuinely interesting role has arisen for a Lead Cost Consultant (Water & Utilities). You will be involved in some of the UK's most complex and stimulating projects that are diverse and technically demanding. Working closely with blue-chip clients in the Environment sector delivering their most important projects, which include:

Infrastructure and Utilities/Water Capital Programmes

Your Day-to-Day:

  • Supporting project teams and other internal customers by:
  • Producing estimates of project cost, including at mandate, appraisal and tender stage. Using both Environment Agency proprietary tools such as the Project Cost Tool (PCT), and industry standard systems, tools and data
  • Producing estimates of project carbon at appraisal stage using the Environment Agency's 'Eric' Carbon Planning Tool
  • Reviewing, interrogating and assuring suppliers' cost estimates and models in the Programme Delivery Units (new regional collaborative teams working with reduced competitive tendering). Working collaboratively with suppliers to ensure their estimates are high-quality, and logically identifying and challenging deficiencies.
  • Providing ad-hoc advice and support to project teams on how to reduce cost and carbon on their projects, and participating in other work to identify, develop and enact cost and carbon efficiency improvements
  • Acting as Risk Facilitator to compile risk registers and valuing risks using Monte-Carlo analysis and other approaches
  • Collecting and compiling actual cost data into the correct format and uploading it to the PCT database.
  • Acting as the local expert in cost and carbon forecasting; maintaining an awareness of local project progress and upcoming workload, and reporting on estimates and work completed.
  • Participating in:
  • Cost estimating system administration eg Asset Champion role
  • Ad-hoc Strategic Cost Intelligence reports
  • Development and improvement of the Cost & Carbon Service
  • Where necessary, for example due to workload or the need for specialist support, project managing small commissions or individuals (possibly involving other NCMF2 resource)

  • Excellent Excel, finance and commercial skills
  • Familiarity with carbon accounting and forecasting in the construction industry would be particularly advantageous
  • Familiarity with flood defence, water and other civil engineering projects
  • Good project management and personal time management skills
  • General familiarity with standard forms of construction contracts (NEC3) and the infrastructure & construction industry
  • Combination of professionalism in dealing with stakeholders and assertiveness in representing the client's interest in Value for Money
  • Experience of working in a collaborative, non-competitive commercial environment would be highly advantageous
