Planning Policy Manager- Major Infrastructure Project
To help protect and promote my clients current and future interests, including securing consent for major expansion, through monitoring, understanding and influencing planning and other relevant transport and infrastructure related policies at the local, regional and national level
Provide Technical Expertise
Working as part of a wider integrated team, the role will involve establishing and maintaining a clear understanding of current and emerging planning and other relevant policies and strategies at all levels of Government and engaging proactively with policy makers, partners and stakeholders to protect, safeguard and promote my clients project expansion, interests and objectives, including securing consent for major expansion.
Develop and maintain effective relationships with key planning and related policy makers and stakeholders to ensure recognition and support for my clients objectives and to safeguard for current and future airport operations within statutory policy frameworks.
Lead on monitoring the progress of the NPS ensuring colleagues and other stakeholders are briefed on key milestones and risks, and ensuring that designated policy requirements are communicated across the expansion programme and wider business with appropriate mechanisms for monitoring compliance.
Review and respond to all relevant planning and related policy consultations and provide briefing notes, as required, working closely within internal stakeholders to develop responses and key messages.
Lead on my clients participation in the Joint Evidence Base and Infrastructure Study commissioned by my client to ensure that my client can respond quickly and appropriately to study outputs and can achieve the best outcomes for the project and its local communities in any subsequent sub-regional strategy.
Maintain a system for tracking planning and related policy consultations, working collaboratively with others to manage responses in a timely and effective manner.
Work constructively with local authorities and other external stakeholders to build dialogue, trust and an open and transparent forum for understanding and collaboration.
Qualifications and Experience
Graduate and/or post graduate relevant planning qualifications with strong interpersonal and presentation skills
Proven track record in managing and influencing planning or development policy at a variety of levels across Government delivering large scale infrastructure/development projects,through the planning system, preferably though the DCO process
Experience in statutory planning regulation and transport/airport planning desirable
Understanding of the 2008 Planning Act
Experience of managing specialist advisors and consultants
