Allen & York are currently looking to appoint an experienced Senior Manager - HSE for a power development company. The position will be based in Dubai, UAE.
Actively contribute to and be part of company's corporate HSE team that has responsibility for delivering best international practices, performance and an exemplar HSE culture
Establish and maintain good working relations with HSE and Management team personnel across all international assets
Establish and implement a risk based HSE visit, inspection and audit program with periodic focus on specific issues.
Undertake and document audits and site inspections of Project Companies, Assets and other nominated facilities
Periodically review adequacy and propose improvements for HSE management and performance during construction and operation.
Provide technical HSE support, training and assistance to enhance and lead implementation of processes required to achieve company's HSE objectives and standards
Producing regular HSE reports as required by management
Periodically review legal compliance and ensure conformance with, as a minimum, company's HS monitoring & reporting and emergency response procedures
Drive continual improvement on HSE management and performance across all organizational levels and company's contractor supply chain to deliver best international practices and standards with a minimum acceptable standard of legal compliance
Provide input to support selection of key suppliers and contractors
A highly competent experienced international HSE professional having a broad technical knowledge of power and water technologies and techniques plus an understanding of HSE regulatory and best practices requirements coupled with strong management capacities to implement, together with other Managers, a high performance organization based on a sound safety culture, environmental respect and regulatory compliance.
Education and qualifications (skills)
Engineering (preferably mechanical, electrical or chemical), environmental or safety degree
Post graduate safety and environmental diploma and/or degree.
Registration as professional safety practitioner or environmentalist by/with international professional body
Training and experience (Knowledge)
>15 years post graduate project and/or site experience in utility/power/water/oil & gas/heavy industry sectors as process/maintenance/safety/environmental engineer/officer/manager/director
Must have management experience;
Sector specific HSE training and/or demonstrable competence covering HSE inspections & auditing, EHS management system develop, HSE risk assessment construction HSE, process safety and root cause analysis/incident investigation

Ability to interact and inspire all levels of an organization to strive for best HSE practices

Flexible with travelling
Attention to detail, with a positive attitude to solving problems
Professional Technical English fluency is mandatory
Clear written and verbal communicator
Second languages, particularly French and Arabic, preferable
All the following to be relevant to the power and water sector:
Professional knowledge and understanding of international best HSE practices including at least several of the following: IFC guidelines, OSHA (US), South Africa and/or UK legislation/practices
EHS management system develop and implementation,
Understanding of operations and maintenance activities in industrial sectors
HSE risk assessments
Process safety and PTW/LOTO
Construction HSE (covering industrial construction and not just buildings and real estate)
HSE inspections & auditing including report writing and editing
Root cause analysis/incident investigation
